Google announced it in 2012, made it part of its core ranking systems in 2016, and now lists Penguin under retired systems. The current policy term is link spam, not “Penguin penalty.”

What did Google Penguin target?

Penguin targeted links created mainly to manipulate search rankings. Current examples of link spam include buying or selling links that pass ranking credit, excessive link exchanges, automated link creation, and paid articles with optimized anchor text. A normal editorial backlink is not spam merely because it can help discovery or ranking; the manipulative purpose and implementation matter.

What changed with Penguin in 2016?

Penguin became real-time and more granular in 2016. Google said its data would refresh after pages were recrawled and reindexed, so changes could be reflected much faster than under periodic refreshes. Google also said Penguin would devalue spam by adjusting rankings from spam signals instead of affecting an entire site’s ranking.

Is Google Penguin still active?

Not as a separately named system. Google’s current guide lists Penguin as retired or historical because it was integrated into core ranking systems in 2016. Link-spam enforcement did not end: Google continues to use automated spam-detection systems and manual actions to address violations of its spam policies. It is more accurate to discuss a current link-spam issue than to diagnose a new “Penguin update.”

How do you avoid link spam?

Earn links for useful content and do not arrange links primarily to manipulate rankings. Mark paid placements with
rel="sponsored"
and use
nofollow
when another qualification is appropriate. If a site’s visibility drops, inspect Search Console for a manual action and audit the actual link profile; a traffic change alone does not prove a Penguin-related cause.

Google's Penguin update targeted link spam and joined core systems in 2016. A manual action is imposed by a human reviewer and appears in Search Console. Both can involve manipulative links, but their detection, notification, and recovery paths differ.
Do paid links violate Google's spam policies?
Paid links are link spam when they pass ranking credit. Google says to mark advertisements and paid placements with
rel="sponsored"
;
nofollow
remains acceptable when the sponsored value is unavailable.
Should I disavow links because of Penguin?
Usually not. Google calls disavow an advanced feature and says most sites do not need it. Consider it only for many artificial links plus a manual action, or a likely manual action, after making a good-faith removal effort.
Google's Penguin update was a link-spam system announced in 2012.
